probably just be fan art but it makes me wonder what exactly trying to make here. a mutated ultramoprh perhaps?

This was some Concept work done by Vitaly Bulgarov who worked on a number of Projects included the Robocop Reboot.

But as far as i am aware the Xenomorph in Question was just a Personal Project and he was never approached by the Production to do any designs.

@BD I can see why, that thing is nothing more than the "shoulder armour" of a standard xeno placed on the headpiece/carapace, essentially, with some other modifications. Nothing looks good to me.

It's not very good. Zero scariness.
