Who was the white clothed Engineer?

"If their society is AT LEAST tens of thousands of years old, they should have smart buildings, climate changing technology, very advanced energy technology"
I know it sounds kind of odd, as they do appear to be at a level like we was about 2000 years ago, there does seem to be some more evolved buildings but it is like this entire Civilization apart from a few areas, have decided to not embrace Technology as far as say Humans have.
They seem to be like some Cultures on Earth like the Amish Community where they choose to be this way and a high emphasis is on Religon
There however does appear to be Technology, there appears to be littered around the City, like Gold/Relective Mirrors or such and also in the Cathedral there was lighting, so did David bring this Lighting from LV-223, did he re-invent electricity and the light bulb from scratch? Or its more likely the City did have and use some kinds of Electricity for certain things (Lighting) and those structures are a kind of Solar Panel.
The Cathederal also seemed to be a place of importance at at the Top of the Building are those like Gold Devices/Objects they certainly look like some kind of Technology. They could be some kind of Energy Device/Solar or some kind of Communications or even some kind of Weather Manipulation Technology. But it certainly looks like Technology to me.
Then we have the Hanger....
When i refer back to information a source i had from Feb 2015, then what they said does add up to what we see in Alien Covenant.
So we can maybe have to look at this City the same as if we look at Ancient Egypt and add the Ancient Astronaught/Space Gods theory to it... so yes a bit Star Gate for you... where we have some theories that Ancient Egypt had some kinds of Technology in some buildings that were indeed dedicated to the GODS, and the Pharaohs are like Demi-Gods or indeed the Chosen of the Gods, and in these Ancient Alien theories, the Pyramids play a Large Role and also was Technology and we was visited by Alien Creator Gods, who chose or even created Hybrid Humans to watch over and lead us (Kings and Pharaohs) only they were Permitted Technology, and their Dwellings.. while the rest of the Kingdom remained with Ancient Technology
This is maybe what we are seeing in AC, and so some other Race or Hiearchy above these beings come from some other Place, and this Planet we see in AC is a Outpost where these Higher Beings/Hierarchy would set up a Civilization where they watch over and monitor these beings and some places will have the use of Technology and only a selected portion are permitted to use this Technology.
We could then further suspect that the LV-223 Engineers had abused/stolen the use of some of this Technology against the intentions and wishes of their Hierarchy.

@K-Theory
The Female Aspect is very important and i wonder if its one of the Big Driving Forces at play, you see from the inception of the Engineers from Jon Spaights he had it that this was a very very Ancient Race, who at one time could Procreate but over time they lost this ability (or had it taken away) and so the Sacrificial Route was the way they then had to go about to spread their Genetic Seed/Procreate.
Evolving from this, the Full (unseen) Sacrificial Scene in Prometheus was one of great importance to the Engineers/Elders, there was dialog between the One Elder and the Sacrificial Engineer, but we have never been shown this... there was on the Blu-ray a transcript and even brief scene of the Elder talking to the Sacrificial Engineer.
Here is the Transcript "Let your body become the dirt. Your blood become the waters. And may your soul be their way back to us"
So the Sacrifice was very important to this race, but WHY... i had often wondered if Females was the reason, because they had lost the ability to need Females? If we evolve ourselves so 99% of all illness and diseases we are immune to and our organs etc do not age as fast so our rate of aging is slowed down say by 1000% or even more then eventually we could maybe evolve past the need to Procreate and so this ability would be gone... or maybe even what if Females was taken from us? or wiped out?
This i felt explains the Engineers interest in Dr Shaw in the extended scenes that is, and also it fits with Genesis 6:4 "There were giants in the earth in those days; and also after that, when the sons of God came in unto the daughters of men, and they bare children to them" if these Engineers were Fallen Angels.
So i made a Topic a while back... with my theory HERE
Funny enough that after AC a about 6-8 weeks ago when Concept work was being released, i came across these
Two different Concept Artist who worked on AC, yet the same Building that is of great importance and both with Females on the Doors to the Building.
So for a Race who had Engineered themselves past needing Procreation but are not Immortal and while they Age slower they indeed Age and will eventually Die... or a Race who had lost Females for some other reason... Or for maybe another Reason wanted to gain Females.
Then maybe indeed the Seeding/Sacrificial Scene was their attempt to eventually lead to gaining Females again? Who knows but i am sure FEMALES played a big part in the Agenda of those Engineers... its just a case of HOW? and WHY?

Did you notice that the Engineer or humanoid statues in that concept art had hair, I found that interesting, also in some of the close ups in both Covenant and Prometheus, you can see the Engineers' eyelashes, how come they have eyelashes but no hair
Indeed they did a better job with Prometheus to hide the eyelashes or attempt to, they are near impossible to see with the last Engineer but can just about be seen with the Sacrificial one.
The Concept work with those people with Hair is very interesting as far as on the Doors to the Cathedral...
Again there is none in AC, but the concept work is interesting
One seems to match Biblical/Greek and the other seems to match Sumerian as far as the Humanoids with Hair/Beards and how they appear.
So it really is interesting WHY these Concepts are like this and we have to ask, why did they have these and why was they changed.
Again a source i had 2.5 years ago gave me a bunch of ambiguous clues, a number of these seemed to highlight that the Engineers are Creations and they had a Hierarchy who they rebelled against. The Engineers are more connected to David
Mankind as of now is 4th/5th Generation and not the first and Paradise was the Cradle of Creation... and Mankind had more to do with the Xenomorph than the Engineers.
I did not quite know what to make of their comments... but looking at those Concept Works.... does kind of get me wondering if the Real Gods, were Actually related to Mankind and they created the Engineers who then overthrow them and this earlier Human Race had created the Xenomorph or the Event that kick started it all as a punishment to those Engineers?
The Source Sadly will no long cough up any information.

@BigDave
To quote Richard Dawkins: "The God of the Old Testament is arguably the most unpleasant character in all fiction: jealous and proud of it; a petty, unjust, unforgiving control-freak; a vindictive, bloodthirsty ethnic cleanser; a misogynistic, homophobic, racist, infanticidal, genocidal, filicidal, pestilential, megalomaniacal, sadomasochistic, capriciously malevolent bully."
The sole purpose of life in biology is to propogate one's genes. The Engineers, therefore, evolving past the primitive "desire" to copulate with females, start to seed worlds (which are themselves, in religions, represented by femininity). In this secnario, the "space seeder" image is much more powerful than an imperfect egalitarian society that includes females (you can tell because they are much shorter than the males, which is a sign of very recent polygamy).
Anyways, anthropomorphizing the Engineers does more harm than good. If indeed they seeded life itself on Earth (which would be the ONLY way this whole thing could work-- I mean, if they share 99% genes with us, then they must also be related to bananas, moths, lions etc.) then they would be at least 3.8 billion years old. Now there's a FUNDAMENTAL PROBLEM! That is simply too long of a time period for anything biological to survive. We see that they are imperfect, have emotions, crumbling cities, etc. I just don't see how all this can mesh well. Perhaps time dilation can play a special role in tackling this problem. Maybe a few minutes had passed since the Juggernaut left Paradise to bomb the hell out of Earth ...
I also want to add that, on VERY long time scales, a sophisticated enough species has a very good chance of transcending their bodies. Why? Because it is simply more efficient. Efficiency is the name of the game for everything. Business, biology, you name it. Since technology grows exponentially, at one point or another, a sophisticated enough analogue of their body can and will arise. Or if that wouldn't happen, they would have wiped themselves out.

Hmm ... where would you put the Engineers?
That reminds me of the Cylons in Battlestar. Maybe they LV223 Engineers or all are a type of biological AI (the Black Goo ended up being like a "radical AI") thatcan transfer their memory into a computer. So when they die (or their body, rather), their memory just gets transferred back to the homebase computer, uploaded to a new body, then they can continue their work or whatever they were doing.
